"The Namespace Discussion" on ISO/IEC 29500

Dear colleagues,

The main topic of the "Namespace Discussion" paper is versioning of 
Parts 1 and 4, although versioning of Part 2 is mentioned.  Again, to 
finish one issue at a time, I submitted another defect report about 
versioning of Part 2.
