Dear colleagues,

Dr. Istvan Sebestyen of Ecma made some comments on the last statement 
in the comment collection form.  

"By submitting this comment, the submitter agrees that all intellectual property rights are granted to SC 34."

 I plan to have some discussion about this in Okinawa.

I am not sure if the following formulation is correct on your form:

"By submitting this comment, the submitter agrees that all intellectual property rights are granted to SC 34."

I think here one has to be very specific, and depending on the type of IPR you need different texts.

For copyright you need a text that grants SC34 free license to use the submitted text, and that allows that it is 
published partly or fully under ISO/IEC/Ecma Copyright ownership.

For patents - if any - we need something that declares if there are any known essential patents - of the submitter or 
of 3rd party - in the submissions, and if so, at least licensing at RAND
terms (but preferably at RF terms) must be granted to any implementer. 
And a patent statement must be submitted by the patent holder to ISO/IEC
to declare that intention.

member bodies and liaisons are requested to use the web based defect
report collection mechanism for ISO/IEC 29500.  The URL is

	Resolution 5: Defect Report Collection Mechanism for ISO/IEC 29500

	SC 34 expresses its thanks for the report of Ad Hoc Group 2
	and notes that the web based defect collection mechanism is
	nearly operational. National Bodies and liaisons are requested
	to use the web form when available (to be located on the WG 4
	website) to report possible editorial or technical defects in
	ISO/IEC 29500.
