DR 09-0159 ? General: Unintended incompatibilities between Transitional schema and Ecma-376

Dear colleagues,

This DR proposes to allow "on" and "off" in addition to 0/1/true/false 
in the transitional conformance class.  (A small PDF extracted from the 
latest DR Log is http://www.itscj.ipsj.or.jp/sc34/wg4/DR/00174.pdf).

Response 48 (page 244) in the proposed disposition document 
(http://www.ecma-international.org/dis29500_brm/docs/DIS29500-2008-002.pdf) 
is relevant to this DR.  Canada, Denmark, France, Great Britain, and 
US made comments durintgthe DIS ballot.  This response is shown in the 
attached PDF.
