Opposition to DR 09-107

<p hat="convenor">Since an opposition was raised by a WG4 member, DR
09-0107 should go back to "further consideration required".  The project 
editor can certainly again declare "last call".  If no oppositions are
raised this time, this DR will be closed.  Alternatively, WG4 can 
close this DR in its teleconferences or F2F meetings.</p>

<p hat="expert">I did not know that "true" and "false" have been
acceptable values.  However, since Office 2007 uses "on" and "off" 
rather than "true" and "false", I would like to use "on" and "off" 
if DR 09-0159 allows them.</p>
