I suppose that this question was targeted to our ECMA fellows.

I was trying to do minimal change to schema thus relaxing ordering only on formatting properties of run. I agree that we can further relax this and allow any ordering also for those change tracking elements. But from my point of view relaxing ordering of run formatting properties is enough.
