DR 09-0320 — OPC: Relationships Markup

This DR concerns poor wording around restrictions on empty Relationships parts. From the look of it, the proposed rewording (which is accidentally repeated twice in the DR) looks like it would work fine. Can anyone remember what concerns were causing this not to be closed, or can we maybe think about accepting it as it is?
