To the contrary, I think that nothing is clear.

Do you propose to allow the use of schemes
(such as "http:") as part of such "references"?

Do you allow non-ASCII characters and the space
character (and other characters mentioned in my
recent mail about "H-strings")?  If you use the term
"URIs", you disallow all of them.
