Two required changes: moving a change from DCOR1 to AM1 and adding a reference to Part1 AM1

In Paris, we  agreed to move #320 in the Part1 DCOR1 to AM1.

During the review of the final text for CORs by volunteers, it became 
clear that the Part4 AM1 should have a normative reference to Part1 AM1.
Otherwise, none of the changes in Part 1 AM1 will apply to T.
