I agree with Alex and Shawn.  The source relationship shown in 15.2.12.1
has to be changed.  As shown in Part 2, it is not 

http://schemas.openxmlformats.org/officedocument/2006/relationships/metadata/core-properties 

but

http://schemas.openxmlformats.org/package/2006/relationships/metadata/core-properties

Thus, #85 in the Part1 FPDAM is incorrect.  The source relationship
should be 

http://schemas.openxmlformats.org/package/2006/relationships/metadata/core-properties
