OOXML extension for Japanese Layout Requirements

 FYI.

I have found a little bit of English information about the Chinese 
Government's requirements for grid layout, according to some OpenOffice 
developer (I cannot saying it is all correct, but it is certainly of 
interest):

Note also this comment on OpenOffice's current level of support for grids:

It also has a link to a common Japanese grid:

Note the close connection of these grids with government and schooling 
requirements.

It might be useful to approach the various CJK bodies to see what 
formats their governments and schools mandate, as further evidence to 
support the importance of this feature.
