This is in regards to the GB defect report.  Our proposed response is as follows.
DR 09-0222 - WML: Bibliography Structured Document Tags
No change is needed.

The phrase "parent structured document tag" is sufficient enough to imply that the bibliography element has a parent element in the XML hierarchy that is of type structured document tag. This statement does not state that the parent element of a bibliography element is a structured document tag. In other words, a bibliography element must have an sdtPr element as a parent, which in turn must have an sdt element as a parent. This information is clear in the standard and schema.
