DR 09-0300 - WML, Headers and Footers: Behavior contradictory for missing header/footer type

This is in regards to the Ecma  defect report.  Adoption of the recommended solution is suggested:

Part 1, §17.10.1

If this element is set to false and an even page header is specified, then it shall be ignored and only the odd page header shall be displayed. Conversely, if this element is set to true and either header/footer type is omitted for a given section, the appropriate header/footer should be inherited from the previous section; if this is the first section in the document, then a blank header/footer shall be created as needed (another header/footer type shall not be used in its place).
