DR 09-0157 - WML: restriction on ordering of run properties

Dear colleagues,

In the last teleconf, we chose option A prepared by Jirka.  This option
introduces two sentences (shown below) to each note at the end of 
17.3.1.29, 30, 17.3.2.27, 17.3.2.28, 17.5.2.27, 17.5.2.28, 17.7.5.4,
17.3.1.17.7.6.2, 17.7.9.1, and 17.9.25.

	Each child element from the above table may
	occur no more then once. This restriction is not reflected in
	the element's content model due to limitations of W3C XML 
	Schema language.

I intend to move this DR to the last call queue today.
