Custom XML on 4/8 WG4 Meeting

Folks,

I am not a fan of the following guidance in the proposed rewrite .

	[Guidance: The uri attribute on custom XML elements or
	attributes can be used to specify XML prefixes when extracting
	XML documents from custom XML markup.  If the uri attribute is
	specified for custom XML elements or attributes then a consumer can
	choose to add a prefix to the output XML elements or attributes
	based on the value of the uri attribute. If the uri attribute is
	omitted for custom XML elements or attributes then a consumer
	can choose to not write a prefix to the output XML elements or
	attributes. End guidance]

I first thought that this is simply misguided.  But it appears to be 
almost correct, if we carefully read "can".  However, "if the uri
attribute is omitted", I believe that consumers are required not to add prefixes.

Moreover, I do not see any real values in this guidance.  An XML
document example generated from the custom XML example would 
be much more helpful.
