PLEASE REVIEW AMD2 Drafts N 0172 (Part 1) and N 0173 (Part 4) for a final discussion and vote in Prague

It is WG4's intent to vote these out for SC 34 ballot after the up-coming
Prague meeting. Please review them in advance.

BTW, the latest drafts incorporated the following changes:

*	Fixed Murata-san's complaint about dateCompatibility being missing
from the Part 4 schemas (added it to both XSD and RNG).
*	Added "in SpreadsheetML cell values and formulas" clarification to
three of our listed changes in Part 1
*	Removed Issue #3 (was identical to #1)
*	Removed the last issue from Part 1 amendment (on more careful
reading, it only applies to Part 4, and it's in there already)
*	Added sentence to Part 1 introduction ("Typically, standards will
profile ISO 8601 to explain the subset of formats and entities covered (see,
for example, SQL or XML) but this was not done in ISO/IEC 29500-1:2008.")
*	Added to 4.6, "The time midnight shall be expressed always with hour
component 0 and not with hour component 24. Leap seconds are not permitted -
the maximum number of seconds expressed in a minute shall be 60."
