DR-11-0005: Final wording for handling of note that points to Part 4 from Part 1

I had an action item to correct the first note in the proposed solution.
Part 1 should not be referencing Part 4. What I did was keep a simpler note
in Part 1, and add a note to Part 4 that points back to Part 1.
