Two editorial problems in Annex H of Part 2

See my comments below, in-line.

As we plan to revise Part 2 after we've done Part 3, my thinking is to deal
with minor issues in Part 2 as they occur and then gather them and their
resolutions into 1 or 2 "cleanup" DRs, so there is an audit trail of their
consideration.

I agree Caroline. Looking at the earlier sentences from that rule and
borrowing the same format used in "... contain a fragment reference to the
value of the Id attribute of the root Signature element", I propose "...
does not contain a fragment reference **to the value of ** the Id attribute
of the ancestor Signature element ...".

"data/time"  should be "date/time"
