Report from the JTC 1 Plenary re DIS ballot and Optional CD

At the SC 34 Plenary in London, I reported that ISO had made the CD stage of
processing optional. As you can see in the attached document, JTC 1 will NOT
adopt this rule. That is, the CD stage is still required.
