Attached is my proposed solution to these DRs. This document will also be posted as WG4 N 0251.

I believe it is straightforward and hope we can adopt it at next week's meeting. However, it is long and detailed, so please take a close look at it, especially the submitter(s) from the UK.

FYI, I had emergency eye surgery yesterday, and am not permitted to travel for several weeks, so I will NOT be in Copenhagen.
