A note for B.2

One of my action items is to create a note
for the last subclause for NVDL.  Here it is.

Note: This NVDL script handles the conformance class
"Transitional".  A similar NVDL script for the conformance
class "Strict" can be created by replacing each transitional
namespace by a corresponding strict namespace and
removing <namespace> elements for transitional-only
features such as VML.
