What is "the Content Types part "?

That does seem to be an error, since some of the text that discusses the Content Types stream notes explicitly that it is not a “part”.  The square brackets used in the name [Content_Types].xml reinforce that it’s not a part, strictly speaking, since they are not allowed by the part name grammar.

What does "the Content Types part " in 9.2.3.3.1 mean?
I believe that no such  things exist.  In the package
model, we have media types of parts.  In the physical
model, we have the Content Types stream.  In
ZIP archives, we have [Content_Types].xml.  That's
all.  I propose to remove this phrase from 9.2.3.3.1 .
