Sure.  An OPC package with XML digital signatures does not have to
use XAdES.  But to allow the use of XAdES EN, we have to allow the
use of XML DSig 1.1 in OPC.   In other words, if the revised OPC spec
use XML DSig 1.0 rather than DSig 1.1, I think that the use of XAdES
EN will be prohibited.
