Murata-san’s original submission classified this as “editorial”; however,<br>
this attribute is mentioned in several normative contexts, so some normative<br>
(as well as informative) changes to Part 1 are needed. And these likely will<br>
require corresponding normative and informative changes to Part 4.<br>
