Regarding DR 17-0029 I've been informed by a Chinese user that the  <br>
following characters also have to be quoted:<br>

Note these are not latin punctuation characters but Chinese symbols. In  <br>
XML this is \xef\xbc\x88\xef\xbc\x89\xef\xbc\x9b<br>
<br>
Apparently \u3000 also needs quoting. This is \xe3\x80\x80 in XML.<br>
