FYI: Two-step addressing proposal for EPUB

Dear colleagues,

Do we need fragment identifiers for referencing XML elements in 
XML documents within a ZIP package?

Here is a proposal in the IDPF EPUB WG.  It is  just a personal proposal,
but is interesting.
