Including XProc in DSDL (formerly DSDL-Part 10)

Dear all,

DSDL Part 10 is now gone and dead for a long time, but it may be the time
to resurect it

One of the reason why it hasn't gone through is that Part 10 was relying on
having a clean Processing Model

It turns out that define *one* Processing model is close to impossible and
the W3C XProc is now trying to publish only a Note[1] on that subject
(instead of a more ambitious REC)

I looks like it's may be the time for us to link (or sync) to that work in
order to have a better definition of a processing model

Then, we will be able to integrate XProc[2] as it is with some additional
step to deal with specifics (like an NVDL step)
