Rationale: This type already exists in the transitional version of
dml-main.xsd.

Add an instruction for deleting an errorneous phrase ", which is defined 
as a percentage in 1,000th of a percent" in M.4.6.2.2, Part 1

Add "Value with Sign" after "Percentage" in 
20.1.10.62 ST_TextBulletSizePercent (Bullet Size Percentage),
21.2.3.xx ST_DepthPercentPercent (Depth Percent Percentage) , 
21.2.3.xx  ST_HPercentPercent (Height Percent Percentage), and
17.18.xx  ST_TextScalePercent (Text Expansion/Compression Percentage) .

Rationale:  The phrase "Value with Sign" is consistently used by similar
types in 22.9.2.  The new title of 20.1.10.4 also uses this phrase.
