Status on the DCOR1 and FPDAM1 sets

I just emailed all the files to Kimura-san, so she can get the 6 letter
ballots ready and started.

I also sent all the files to Ecma for posting as WG4 documents. At the
request of Murata-san, for the 4 DCOR1 and 2 FPDAM1 documents, I included
both PDF and DOCX versions in that set of files.
