Dear colleagues,
Decisions of WG4 should be based on consensus. In the JTC1 directives,
the definition of consensus is:
> [Note: Consensus is defined as general agreement, characterised by
> the absence of sustained opposition to substantial issues by any
> important part of the concerned interests and by a process that
> involves seeking to take into account the views of all parties
> concerned and to reconcile any conflicting arguments. Consensus need
> not imply unanimity. (ISO/IEC Guide 2:1996)]
The convenor has the discretion to declare consensus, but is required
to follow the above definition.
The convenor can count votes by experts for declaring consensus. Such
votes are not formal, but nothing in the directives prohibits the
convenor from counting votes.
WG4 decisions in F2F meetings and those in teleconferences have
equal status.
However, WG4 decisions will eventually be reviewed as part of
(F)PDAM, DCOR, and FDAM ballots. WG4 is required to consider
comments from member bodies very carefully. However, this
does not mean all comments have to be accepted.
