Japanese position in opening the e-mail archive of this ML

The Japanese mirror committee for SC34 believes that the archive of 
this mailing list should be publicly accessible.  As for 
the confusion between the position of an expert and that of 
the member body, some warning message in the e-mail archive  
could help.
