PLEASE PROOF SCHEMA CHANGES: DR 09-0233 Final Disposition

On last week's call, we agreed to close DR 09-0233; however, the schema
changes were not available at that time.

I just received them from Gareth, and have integrated them and created the
RELAX NG equivalent.

Note that they apply to Part 1 only.
