DR 09-0170: Normative Reference to Namespaces in XML 1.1

In response to this defect report, I agree with the defect report's proposal and recommend that we change the normative reference for namespaces in XML 1.1 to XML 1.0.

Is there a pointer which describes how to document normative references?  I can reverse-engineer the current entries, but I'd rather go off of something official.  Once I get this, I'll put the specific text together.
