Correct. That syntax is a placeholder for Rex to resolve when the text gets updated in the actual standard.

Yes. This corresponds to what we agreed on the call.
I assume §xx means "correct clause pointer will be constructed" and §NEW means roughly the same but emphasizes that the clause will be in the corrected/amended standard but isn't there now.

Description
b (Blue)
This attribute specifies a blue as fixed percentage in 1000ths of a percent when no percent sign is included in the value or as percent when a percent sign is present as a percentage. Values range from [-100%, 100%].
The possible values for this attribute are defined by the ST_FixedPercentage simple type (§xx).
g (Green)
This attribute specifies a green as fixed percentage in 1000ths of a percent when no percent sign is included in the value or as percent when a percent sign is present as a percentage. Values range from [-100%, 100%].
