The future of "Transitional": Japanese concern

Not just an OOXML problem!!  This is a challenge for almost all standardization (or development of best practice guidelines) that has to take account of important legacy content and very widely adopted tools and practices.

As always, in OOXML it is hard to make win-win decisions. Only the least
worst :-(
