The future of "Transitional": Japanese concern

Japan has not concluded whether extensions for Japanese typography
requires safe (i.e., MCE) changes or unsafe changes, or whether
S or T has to be changed yet. Such conclusions can be reached
after studying more about the requirement documents and designing
changes to OOXML.
However, Japan is afraid of "strategic" decisions without understanding
requirements from different culutures and languges including ours, since
such decisions may have significant impacts. Japan will try to block
such decisions.
