Strict/Transitional - Discussion Document

Dear all,

Please find attached a discussion document that a subgroup of us WG 4
members have been working on over the last several days.

This is intended to set out the key considerations for our onward
consideration of the Strict and Transitional forms of IS 29500, and is
not intended to arrive at any particular conclusions.

So - thoughts, comments, analysis, corrections and discussion please!
