DR 09-0292 OPC: Space characters in part names

I think that nothing about OPC part names, IRIs, URIs, and Unicode
strings are clear now.  I think that we need whole-sale reengineering.

But we first have to make clear what is intended to be allowed as 
part of OPC part names.  See my mail about DR 09-0291.
