DR 09-0320 ? OPC: Relationships Markup

Whoops, yes, good point. Stealing from the text of the Conformance DR proposed solutions, would it be acceptable if we changed this wording to say "... shall be a schema-valid XML document against opc-relationships.xsd after the application of the processes described by ISO/IEC 29500-3"?

Part 2 explicitly allows the use of Part 3.  But "shall be a schema-valid XML document against opc-relationships.xsd" disallows the use of Part 3.

I don't remember if I raised this issue, though.
