Hi Murata-san - the reference Shawn added to the text (to Annex B) answers those questions - "http:" is not allowed, only the "pack:" URI scheme is allowed. Non-ASCII characters must be percent-encoded.

To the contrary, I think that nothing is clear.
Do you propose to allow the use of schemes (such as "http:") as part of such "references"?
Do you allow non-ASCII characters and the space character (and other characters mentioned in my recent mail about "H-strings")? If you use the term "URIs", you disallow all of them.
