You will not be surprised to hear that I don't
think this is straightforward at all.

First, your proposed solution clearly disallows
the verbatim use of the space character.  Is this OK?

Second, since 9.1.1 says "A Part name shall be an IRI",
I believe that verbatim occurrences of non-ASCII
is allowed.  (This is fine to me.)

Third, what about other characters mentioned
in my mail about "H-strings"?

I need a consistent story based on LEIRI/IRI/URI
and relevant RFCs.
