DR 10-0019 — WML: Complex Field Character

This DR concerns text in Part 1 (17.16.18) about what to do when a complex field character is "in an inappropriate location".

I've done a bit of research here and it would appear that this doesn't mean anything other than "in a location invalid according to schema". Because this applies to every entity in the standard, we can just remove the somewhat strange text here. I've attached the necessary edits to Part 1.
