"Closed in COR1" DR 09-0200 issue is to be reconsidered, but as a new DR

Israel requested that we re-open DR 09-0200, which we agreed to do. However,
our resolution to that DR was published in the COR1 set as Part 1, Item #
205, so it doesn't make sense to actually re-open that DR number directly.
What I have done is to create a new DR (10-0053), which contains all the new
information. The new DR points back to the old one.
