Another old namespace remaining in Part1

20.1.10 of the original Part 1 contains an old namespace.

But the current draft of the Part1 FDAM does not replace it with a new
namespace.

We have to incorporate an editing instruction for this replacement in
the Part1 FDAM and further incorporate an editing instruction for
undoing this change in the Part4 FDAM.
