I'm not sure I'd characterize it as add "a major new feature" but rather clarifying an existing one ...

If we've already arrived at a point where we're ripping out an apparently major feature of MCE (subsumption), *and* having to add a major new feature (a normative description of pre-validation processing) then I think we've gone past the point of amendment and should really be thinking about a revision. Again, I think this would also allow us to address the general poor drafting of this Part too.

I propose that we initiate a revision of Part 3 at the same time as we do it for Part 2 (in Tokyo?)
