DR 09-0281 ? OPC: Use of the term “part”

As for this one, I think that we should accept Shawn's proposal to 
change the definition of "Part name" and also put this issue in our
queue for part 2 revision.

Should we publish a TC for Part 2 before we revise Part 2?   That's a
separate issue and should be discussed (but not as part of this DR).
