DR 09-0286 - OPC: The syntax of "references"

This is in regards to the JP defect report.  Our proposed response is as follows.
9.2  Part Addressing
Parts often contain references to other parts. [Example: A package might contain two parts: an XML markup file and an image. The markup file holds a reference to the image so that when the markup file is processed, the associated image can be identified and located. end example.]  References from one part to another are always expressed as URIs, composed as described in Annex B.
