rsid* attributes

It seems that the uniqueness of RSIDs is to an editing session, not a document. These values are used (by us, at least) to track changes from different users and sessions in order to merge them correctly.
I've had a look through 29500 and it doesn't seem to cover this at all - indeed, the use of the term "unique" is very misleading here as other people will probably assume the same thing I did, that they're unique to a document.
Alex - assuming you think I'm heading down the right track here, I'm going to suggest that Ecma submit a DR to fix this.

So the bit later which mentions "[a]ll rsid* attributes throughout this document with the same value" fits with this how?
My hunch is that these values are not at all unique ... But from a validator POV I am wondering whether to test them as such ...
