I'd be in favour of this idea but I don't feel strongly about which vehicle it should go in. I will say, though, that in my mind I was imagining that the new standard would contain "new things which use MCE" (including ignorable attributes). If we were to add this to the base standard in an ignorable namespace, I think it might diminish the need for a new multi-part standard.

I would then propose to introduce an ignorable attribute for indicating phonetics. Should this attribute be introduce by a COR, AM or as part of the new multi-part standard?
