Chris,

I think that "... is resolved against the base URI of the Relationships
source part." is not clear even when the source part is clearly defined.  
This is because a part is not a physical entity and is possibly
described by more than one piece.


How about 

   ... is resolved against  the base URI of the first piece of the 
    source part of this relationship.
