Then, why doesn't INCLUDEPICTURE also allow ny other system-specific path on any other
system?

They're all examples of system-specific file path notation - so, for example, using MS products, you could use \\server\share\filename.ext on a Windows machine, or /home/users/chris/filename.ext on a Mac. Likewise you could use any other system-specific path on any other system.
